I have been a Township Administrator for the last 8 years of my career and understand how township's work and how their funds are received and distributed. I have been creating and living by a budget my whole career.

I have and will review each and every contract we have to see if we are getting the best service we can get for the least amount of money. You will always get what you pay for, but I will strive to see how each and every dollar is spent or to see where changes can be made. We can also check with our surrounding neighbors to see if there is any sharing we can do. We do not need to buy every piece of equipment out there, but we can share those expenses with our neighbor townships by doing joint purchasing. We can look at making our buildings more energy efficient and lower our utility costs. We can ask our recreational partners to help us manage and maintain our field spaces. Instead of purchasing more ground for field space, we could ask our church groups to help because they own land that is not being used. We also need to be putting money aside for large purchases instead of financing every purchase we make for equipment. We are wasting money in interest payments.
The biggest challenge for townships today is how we receive and spent money. Townships are a statutory form of government and we can only collect tax monies by putting a levy on the ballot for our constituents to vote on. Every time we go to the polls, we are competing with the schools. The State has taken away most of our forms of revenue while pushing more responsibilities on us and not compensating us for them (i.e. cemeteries, indigent burials, transportation, etc.). Costs to provide services have skyrocketed. The counties used to supply services to the townships via police. Now that their budgets have been depleted, they are raising the costs for supplying those police services to the townships. Costs for providing these statutory services continue to skyrocket. I understand that all townships have to take care of their residents because we all pay taxes, but there has to be some way for all of to work together to provide a shared service.
I have 27 years of experience working for local governments - (8 years counties, 10 years townships, 9 years cities). I have a complete understanding of how each type of government receives their revenues and how they are regulated. I have spent the last 8 years of my career managing townships and have a broad understanding of how fund accounting works, the budgeting and appropriations side, the audits and how special revenues are generated and to be spent. I understand and know how much it costs to provide the services that township's provide and what we are statutorily required by law to provide. I also have a background in urban planning which helped me develop my skills for looking down the road long term and planning for the future (what do we have now, where do we want to go and how are we going to get there).
I have lived government for my entire career and understand it completely. I have long range planning and finance knowledge and would like to share that with the community. I think we need some clearer direction in Madison Township and need to look to the future and figure out how we are going to get there. I do not think we plan enough for large purchases and need to change our thought processes. We need to communicate more with the community and engage them with the discussions that we are going to need to have (i.e. minutes, website, pod casts, newsletters, facebook, instagram, etc.). The community is changing and the needs are also changing. What once worked for the community 40 years ago does not work today or will in the future. We need to think differently and I will try and help us look through a different lens.
I have served as Madison Township's Fiscal Officer for 20 years. I also serve as the Fiscal Officer for the Village of Farmersville in Montgomery County and I am also the Clerk of Council for the City of Middletown.
Master Municipal Clerk designation from the International Institute of Municipal Clerks. The MMC program is an advanced continuing education program. To earn the MMC designation, a Clerk must demonstrate that they have actively pursued education and professional activities, are proficient in their position and demonstrate mastery of administrative skills that are critical to good government. This designation represents the highest level of professional development.
Township government is the most cost-effective and efficient form of local government. Townships receive revenue from local property taxes, gasoline and motor vehicle license taxes, and local government funds from the state. Any increases in property taxes must be approved by voters. Townships collect less than 6 percent of local property taxes in Ohio.Township government is a bargain for people, we aren’t fancy. We’re hands on, and close to our residents, and that helps keep us efficient and effective. I am proud of the work that I have done in and for Madison Township.
Due to drastic cuts in state funding such as the elimination of the estate tax and a large reduction in local government funding, Madison Township has seen a steep decline in General Fund revenues. On the other hand, demands for services, such as park improvements and the need for updated fire facilities and equipment are increasing. As the Fiscal Officer, I do not vote on these issues but the Trustees depend on me to provide solid financial information to help them decide what projects and programs that Madison Township can afford.
I have served as Madison Township's Fiscal Officer for 20 years. I have attended numerous trainings and seminars conducted by the Ohio Auditor of State and the Ohio Attorney General’s Office in addition to the advanced coursework I have completed to earn the Master Municipal Clerk designation. During my time as Fiscal Officer Madison Township has a clean audit history. I am a member of the Butler County Township Association, the Ohio Municipal Clerks Association and the International Institute of Municipal Clerks.
I am a lifelong resident of Butler County and have been a resident of Madison Township for 36 years. My husband and I raised our five children here and we love our community. It has been a privilege to serve Madison Township for the past 20 years and I look forward to continuing to do so.
